It aspires to transform these countries into more democratic and prosperous societies. Over the last five years, the EaP has achieved more in some partner countries than in others. Structural policy weaknesses and different socio-economic realities of the partner states notwithstanding, the main challenge to the success of the EaP has come from Russia, which chose to view this policy as a zero-sum game for geopolitical dominance in its shared neighbourhoodÊwith Europe. This paper argues that in order to achieve the desired transformations, the EaP needs a fresh start, focusing on different players, methods and political technologies. Failure of the EaP to achieve its goal could deprive another generation of Georgians, Moldovans, Ukrainians and others in the EaP countries of an opportunity for a better life.

Description: This book combines essential finite element (FE) theory with a set of fourteen tutorials using relatively easy-to-use open source CAD, FE and other numerical analysis codes so a student can undertake practical analysis and self-study. The theory covers fundamentals of the finite element method. Formulation of element stiffness for one dimensional bar and beam, two dimensional and three dimensional continuum elements, plate and shell elements are derived based on energy and variational methods. Linear, nonlinear and transient dynamic solution methods are covered for both mechanical and field analysis problems with a focus on heat transfer. Other important theoretical topics covered include element integration, element assembly, loads, boundary conditions, contact and a chapter devoted to material laws on elasticity, hyperelasticity and plasticity. A brief introduction to Computational Fluid Dynamics (CFD) is also included. The second half of this book presents a chapter on using tutorials containing information on code installation (on Windows) and getting started, and general hints on meshing, modelling and analysis. This is then followed by tutorials and exercises that cover linear, nonlinear and dynamic mechanical analysis, steady state and transient heat analysis, field analysis, fatigue, buckling and frequency analysis, a hydraulic pipe network analysis, and lastly two tutorials on CFD simulation. FreeCAD is primarily a powerful CAD modelling code, that includes good finite element meshing and modelling capabilities and is fully integrated with CalculiX. FreeMAT is used in three tutorials for numerical analysis demonstrating algorithms for explicit finite element and CFD analysis. And OpenFOAM is used for other CFD flow simulations. The primary aim of this book is to provide a unified text covering theory and practice, so a student can learn and experiment with these versatile and powerful analysis methods. It should be of value to both finite element courses and for student self-study.

Insofern ist auch nicht das Haben, sondern das Sein entscheidend, wenn und wo es um Anerkennung geht. - Unter den Bedingungen der Zivilisation geht es jedoch um Besitz und Status, vor allem in Bezug auf Frauen, was sich anhand von Allegorien über Weiblichkeit demonstrieren lässt. Pandora steht symbolisch für die Verlockungen, Folgen und Nebenfolgen im Prozess der Zivilisation. Aphrodite verkörpert als Göttin der Liebe den Verdrängungs-Wettbewerb unter Frauen und die Entschiedenheit, im Zweifelsfall alles einzusetzen. Derweil steht die schöne Helena für das Schicksal, im Spiel der Mächte zum willenlosen Opfer und zur schönen Beute gemacht zu werden, um als Trumpf, Trophäe, vielleicht sogar im Triumph gewaltsam genommen zu werden. Es gibt eine Fotografie, die minutiös von Friedrich Nietzsche gegen den Einspruch der Beteiligten arrangiert worden ist. - Lou Andreas-Salomé hat Friedrich Nietzsche und Paul Rée vor ihren Karren gespannt. So könnte eine Interpretation lauten, zumal die Begehrte kurz zuvor die Heiratsanträge beider Männer abgelehnt hatte. - Es mag sein, dass Nietzsche sich von dieser enttäuschenden Liebe inspirieren ließ. Aber neben der biographischen Interpretation ist eine andere noch tiefgründiger, es geht um das Motiv aller Motive. Das berühmte Foto spottet jeder landläufigen Interpretation des gemeinen Spruchs: »Wenn Du zum Weibe gehst, vergiss die Peitsche nicht«. Gerade dieser Satz hat Nietzsche in Verruf gebracht. Betrachtet man aber das Foto genauer, so zeigt sich, wer hier die Peitsche führt: Es ist das Weib.

Verallgemeinert kann man demnach sagen, dass erlebte Unsicherheitsgefühle die aktuelle Sicherheitspolitik legitimieren. Heißt dies aber, dass sich das rechtspolitische Handeln rein am Sicherheitsgefühl der Bürger orientiert und möglicherweise bezüglich der objektiven Bedrohungslage gar nicht angemessen ist. Dies ist die zentrale Fragestellung dieser Arbeit, wobei das Verhältnis von Freiheit und Sicherheit keine Rolle spielt, sondern ausschließlich, welche Faktoren die Sicherheitsgesetzgebung beeinflussen, mit speziellem Fokus auf dem Sicherheitsgefühl der Bürger. In Anlehnung an die Argumentation vieler Kritiker und den provokativen Seminartitel, der einen Paradigmenwechsel vom liberalen Rechtsstaat hin zum Präventionsstaat suggeriert, lautet die eindeutig gewagte Arbeitsthese dieser Arbeit, dass die Politik die öffentliche Debatte bezüglich des Terrorismus bewusst anheizt, um so kollektive Ängste innerhalb der Bevölkerung zu verstärken und letztlich Legitimation für anti-liberale Gesetzgebung herzustellen. Um Aussagen über den Wahrheitsgehalt der Arbeitsthese machen zu können, ist es notwendig, den Nutzen sowie die Entstehungsmechanismen und Faktoren von Furcht zu verstehen, wobei der Schwerpunkt hauptsächlich auf der Furcht vor Kriminalität im Allgemeinen und Terrorismus als spezieller Ausprägung liegt. Weiter soll begründet werden, warum es aus Sicht der Politik rational erscheint, Ängste zu instrumentalisieren. Es ist jedoch bereits jetzt schon abzusehen, dass keine eindeutigen Beweise zur Bewahrheitung der Arbeitsthese erbracht werden können. Deshalb ist es das Ziel dieser Arbeit, ein Wirkungsgefüge der relevanten Akteure bezüglich des Sicherheitsgefühls der Bürger aufzustellen, um so wenigstens Indizien für eine irrationale Sicherheitsarchitektur vorlegen zu können.
